Article R211-14-1 of the French Insurance Code

The provisions of article R. 211-14 do not apply to drivers of vehicles normally based, within the meaning of article L. 211-4 , in the territory of a State other than France or Monaco, as referred to in the same article. However, any driver whose vehicle is registered in a Member State of the European Union other than France or registered in a third country but coming from a Member State must be able to produce one of the supporting documents provided for in articles R. 211-22 or R. 211-23, or to prove by any other means that he is insured, for police checks carried out for a purpose other than checking compliance with the insurance obligation.

Les dispositions de l’article R. 211-14 ne sont pas applicables aux conducteurs de véhicules ayant leur stationnement habituel au sens de l’article L. 211-4 sur le territoire d’un Etat, autre que la France et Monaco, visé au même article. Toutefois, tout conducteur dont le véhicule est immatriculé dans un Etat membre de l’Union européenne autre que la France ou immatriculé dans un Etat tiers mais en provenance d’un Etat membre doit être en mesure de produire, à l’occasion de contrôles de police effectués dans une finalité ne visant pas exclusivement à vérifier le respect de l’obligation d’assurance, un des documents justificatifs prévus aux articles R. 211-22 ou R. 211-23, ou de prouver par tout autre moyen qu’il est assuré.
