Article R211-18 of the French Insurance Code

For the use of vehicles belonging to the State or made available to it, not covered by an insurance contract and not specially registered, a certificate of ownership is issued by the competent administrative authority.

No certificate may be issued by an authority that has not been delegated to do so.

Article R211-18

Pour l’utilisation des véhicules appartenant à l’Etat ou mis à sa disposition, non couverts par un contrat d’assurance et n’ayant pas fait l’objet d’une immatriculation spéciale, il est établi une attestation de propriété par l’autorité administrative compétente.

Aucune attestation ne peut être délivrée par une autorité qui n’aurait pas reçu délégation à cet effet.
