Article R211-27 of the French Insurance Code

The provisions of articles R. 211-23 to R. 211-26 do not apply to persons who bring into France vehicles that are normally based in the territory of a State, other than France, referred to in article L. 211-4.

Nor do they apply to persons bringing into France vehicles from the European Community, the Holy See, San Marino or Monaco which are normally based in the territory of a third country.

Les dispositions des articles R. 211-23 à R. 211-26 ne sont pas applicables aux personnes qui font pénétrer en France des véhicules ayant leur stationnement habituel sur le territoire d’un Etat, autre que la France, visé à l’article L. 211-4.

Elles ne sont pas non plus applicables aux personnes qui font pénétrer en France des véhicules en provenance de la Communauté européenne, du Saint-Siège, de Saint-Marin ou de Monaco et ayant leur stationnement habituel sur le territoire d’un pays tiers.
