Article R2162-39 of the French Public procurement code

In order to set up a dynamic purchasing system, the purchaser shall publish a notice of invitation to tender. This notice shall state the intention of the purchaser to use such a system and indicate the period of validity of the system.
Where a dynamic purchasing system is set up by a central purchasing body, the notice of invitation to tender shall also indicate whether it is likely to be used by other purchasers.

Pour mettre en place un système d’acquisition dynamique, l’acheteur publie un avis d’appel à la concurrence. Cet avis mentionne l’intention de l’acheteur de recourir à un tel système et indique la période de validité du système.
Lorsqu’un système d’acquisition dynamique est mis en place par une centrale d’achat, l’avis d’appel à la concurrence indique en outre s’il est susceptible d’être utilisé par d’autres acheteurs.
