Article R2162-50 of the French Public procurement code

The minimum time-limit for receipt of tenders shall be ten days from the date on which the invitation to tender is sent.
However, contracting authorities other than the central public authorities listed in the notice annexed to this Code and contracting entities may set the time-limit for receipt of tenders by mutual agreement with the candidates invited to tender, provided that this date is the same for all.
In the absence of agreement on the deadline for receipt of tenders, the deadline set may not be less than ten days from the date on which the invitation to tender was sent.

Le délai minimal de réception des offres est de dix jours à compter de la date d’envoi de l’invitation à soumissionner.
Toutefois, les pouvoirs adjudicateurs autres que les autorités publiques centrales dont la liste figure dans l’avis annexé au présent code et les entités adjudicatrices peuvent fixer la date limite de réception des offres d’un commun accord avec les candidats invités à soumissionner, à condition que cette date soit la même pour tous.
En l’absence d’accord sur la date limite de réception des offres, le délai fixé ne peut être inférieur à dix jours à compter de la date d’envoi de l’invitation à soumissionner.
