Article R2213-43 of the French General Code of Local Authorities

Where, in exceptional circumstances, certain provisions of this sub-section encounter difficulties in application, the Minister for the Interior and the Minister for Health shall provide for them by means of temporary measures taken after obtaining the opinion of the Haut Conseil de la santé publique.

Lorsque, dans des circonstances exceptionnelles, certaines dispositions de la présente sous-section se heurtent à des difficultés d’application, le ministre de l’intérieur et le ministre chargé de la santé y pourvoient par des mesures temporaires prises après avis du Haut Conseil de la santé publique.
