Article R2221-64 of the French General Code of Local Authorities

The operating board deliberates on the categories of business for which the town council has not reserved decision-making power for itself or for which this power is not assigned to another authority by this section or by the Articles of Association.

It must be consulted by the mayor on all matters of a general nature relating to the operation of the public service.

The board may carry out any investigation and control measures.

It submits any useful proposals to the mayor.

The director keeps the board informed of the operation of the service.

Le conseil d’exploitation délibère sur les catégories d’affaires pour lesquelles le conseil municipal ne s’est pas réservé le pouvoir de décision ou pour lesquelles ce pouvoir n’est pas attribué à une autre autorité par la présente section ou par les statuts.

Il est obligatoirement consulté par le maire sur toutes les questions d’ordre général intéressant le fonctionnement de la régie.

Le conseil peut procéder à toutes mesures d’investigation et de contrôle.

Il présente au maire toutes propositions utiles.

Le directeur tient le conseil au courant de la marche du service.
