In accordance with the provisions of the departmental regulations, the mayor, or the president of the public establishment for inter-communal cooperation with its own tax system when it is competent:
1° Identifies the risks to be taken into account;
2° Determines, according to these risks, the quantity, quality and location of the fire water points identified for supplying water to the fire and rescue service resources, as well as their resources.
Included are the water requirements:
1° Necessary for the defence of natural areas when a commune falls under article L. 132-1 of the Forestry Code (new) or when a commune is located in the regions or departments referred to in Article L. 133-1 of the same code;
2° Resulting from an approved technological risk prevention plan provided for in article L. 515-15 of the Environment Code or an approved prevention plan for foreseeable natural risks provided for in Article L. 562-1 of the same code when a commune is subject to it;
3° Defined by regulations relating to fire-fighting specific to certain sites or establishments, in particular establishments receiving the public mentioned in articles L. 123-1 et seq. of the Code de la construction et de l’habitation;
4° Relating to firefighting in installations classified for environmental protection provided for in articles L. 511-1 and L. 511-2 of the Environment Code when these needs, prescribed to the operator by specific regulations, are covered by public facilities.
These measures must guarantee the overall consistency of the fire-fighting system. They are the subject of an order issued by the mayor or the president of the public establishment for inter-communal cooperation with its own tax system when it is competent.
