Article R2331-2 of the French Public procurement code

The prior information notice may be:
1° Either sent for publication to the Publications Office of the European Union;
2° Or published by the purchaser on its buyer profile mentioned in article R. 2332-3. The purchaser then sends the Publications Office of the European Union a notice announcing this publication. The date of this dispatch is mentioned on the prior information notice published on the buyer profile.
The prior information notice is sent for publication to the Publications Office of the European Union or published on the buyer profile as soon as possible after the decision to carry out the project for which the buyer intends to award contracts.

L’avis de préinformation peut être :
1° Soit adressé pour publication à l’Office des publications de l’Union européenne ;
2° Soit publié par l’acheteur sur son profil d’acheteur mentionné à l’article R. 2332-3. L’acheteur envoie alors à l’Office des publications de l’Union européenne un avis annonçant cette publication. La date de cet envoi est mentionnée sur l’avis de préinformation publié sur le profil d’acheteur.
L’avis de préinformation est adressé pour publication à l’Office des publications de l’Union européenne ou publié sur le profil d’acheteur le plus rapidement possible après la décision de réaliser le projet pour lequel l’acheteur envisage de passer des marchés.
