Article R2333-120-42 of the French General Code of Local Authorities

In the context of electronic communication, the parties or their agents shall be deemed to have received the communication or notification on the date of first consultation of the document thus addressed to them, certified by the acknowledgement of receipt issued by the portal or the teletransmission device, or, in the absence of consultation within a period of eight days from the date on which the document is made available on the portal or its teletransmission, at the end of that period. The parties or their representatives are alerted to any new communication or notification on the portal by a message sent to their e-mail address or in the event of teletransmission via their own information system.

Dans le cadre de la communication électronique, les parties ou leurs mandataires sont réputés avoir reçu la communication ou la notification à la date de première consultation du document qui leur a été ainsi adressé, certifiée par l’accusé de réception délivré par le portail ou le dispositif de télétransmission, ou, à défaut de consultation dans un délai de huit jours à compter de la date de mise à disposition du document dans le portail ou de sa télétransmission, à l’issue de ce délai. Les parties ou leurs mandataires sont alertés de toute nouvelle communication ou notification sur le portail par un message envoyé à leur adresse électronique ou en cas de télétransmission par leur propre système d’information.
