Article R331-30 of the French Sports Code

Any concentration or event may only begin after the organiser has provided the competent administrative authority or its representative with an insurance policy taken out with one or more companies approved in France, in another Member State of the European Community or in another State party to the Agreement on the European Economic Area.

The insurance policy covering the event and its trials covers the civil liability of the organiser and participants, as well as that of any person assisting in the organisation with the organiser’s agreement. The policy covering the meeting is not obliged to cover the civil liability of the participants.

A joint order of the Minister for the Economy and the Minister for Sport determines the minimum amount of cover for bodily injury and property damage respectively.

Toute concentration ou manifestation ne peut débuter qu’après production à l’autorité administrative compétente ou à son représentant d’une police d’assurance souscrite par l’organisateur auprès d’une ou de plusieurs sociétés agréées en France, dans un autre Etat membre de la Communauté européenne ou dans un autre Etat partie à l’accord sur l’Espace économique européen.

La police d’assurance garantissant la manifestation et ses essais couvre la responsabilité civile de l’organisateur et des participants ainsi que celle de toute personne qui prête son concours à l’organisation avec l’accord de l’organisateur. La police garantissant la concentration n’est pas tenue de couvrir la responsabilité civile des participants.

Un arrêté conjoint du ministre chargé de l’économie et du ministre chargé des sports détermine le montant minimal des garanties couvrant respectivement les dommages corporels et les dommages matériels.
