The college with national competence mentioned in article R. 425-12 is made up of three doctors; it issues an opinion under the conditions of the order mentioned in the first paragraph of the same article. The composition of the panel and, where applicable, its panels is set by decision of the Director General of the French Office for Immigration and Integration. The doctor who drew up the medical report does not sit on the panel.
The panel may deliberate by means of a telephone or audiovisual conference.
The opinion is issued by the panel within three months of the medical certificate being sent. Where the claimant has not presented the Office’s doctor or the College with the documents proving his identity, has not produced the additional examinations requested of him or has not responded to the summons sent to him by the Office’s doctor or the College, the opinion shall so state.
The opinion shall be forwarded to the territorially competent Prefect, under cover of the Office’s Director General.
