Article R425-13 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The college with national competence mentioned in article R. 425-12 is made up of three doctors; it issues an opinion under the conditions of the order mentioned in the first paragraph of the same article. The composition of the panel and, where applicable, its panels is set by decision of the Director General of the French Office for Immigration and Integration. The doctor who drew up the medical report does not sit on the panel.
The panel may deliberate by means of a telephone or audiovisual conference.
The opinion is issued by the panel within three months of the medical certificate being sent. Where the claimant has not presented the Office’s doctor or the College with the documents proving his identity, has not produced the additional examinations requested of him or has not responded to the summons sent to him by the Office’s doctor or the College, the opinion shall so state.
The opinion shall be forwarded to the territorially competent Prefect, under cover of the Office’s Director General.

Le collège à compétence nationale mentionné à l’article R. 425-12 est composé de trois médecins, il émet un avis dans les conditions de l’arrêté mentionné au premier alinéa du même article. La composition du collège et, le cas échéant, de ses formations est fixée par décision du directeur général de l’Office français de l’immigration et de l’intégration. Le médecin ayant établi le rapport médical ne siège pas au sein du collège.
Le collège peut délibérer au moyen d’une conférence téléphonique ou audiovisuelle.
L’avis est rendu par le collège dans un délai de trois mois à compter de la transmission du certificat médical. Lorsque le demandeur n’a pas présenté au médecin de l’office ou au collège les documents justifiant son identité, n’a pas produit les examens complémentaires qui lui ont été demandés ou n’a pas répondu à la convocation du médecin de l’office ou du collège qui lui a été adressée, l’avis le constate.
L’avis est transmis au préfet territorialement compétent, sous couvert du directeur général de l’office.
