When the quantitative targets defined by the regional or inter-regional health plan are reached in one of the zones defined in 2° of I of Article L. 1434-3, the Director General of the Regional Health Agency may, after obtaining the opinion of the specialised commission of the Regional Conference on Health and Autonomy responsible for the health sector, establish that there are exceptional needs arising from urgent and imperative public health situations and that applications for authorisation to meet these needs are admissible, by virtue of the fifth paragraph of Article L. 6122-9 . In this case, the assessment referred to in article R. 6122-30 shows the nature and extent of these needs, the quantitative targets for the supply of care required to meet them, by care activity and by heavy equipment, as well as the desired locations.
