Article R615-11 of the French Consumer Code

The committee may only deliberate in the presence of its chairman or vice-chairman and at least three of its members. Its meetings are not open to the public.
The committee decides by a majority of the votes of the members present. In the event of a tie, the chairman of the meeting has the casting vote.

La commission ne peut régulièrement délibérer qu’en présence de son président ou de son vice-président et d’au moins trois de ses membres. Ses séances ne sont pas publiques.
La commission se prononce à la majorité des voix des membres présents. Le président de séance a voix prépondérante en cas de partage égal des voix.
