TITLE III: PUBLIC BODIES FOR NEW CONURBATIONS

The provisions of Book III of Part Two are applicable to the syndicats d’agglomération nouvelle subject to the provisions specific to them.

The chapters and articles of the budget of the syndicat d’agglomération nouvelle are defined by the decree mentioned in article R. 2311-1. The budget is voted in accordance with the conditions set out in article R. 5211-14. The provisions of article R. 2311-1 defining the methods of functional presentation and presentation by nature are applicable to the budget of the syndicat d’agglomération nouvelle.

The advisory commission provided for in Article L. 5334-6 is composed as follows: 1° The prefect of the department in which the headquarters of the new conurbation union is located or his representative, chairman; 2° The departmental or, where applicable, regional director of public finance or his representative; 3° (Deleted) 4° The departmental director of equipment or his representative; 5° The academic director of national education services acting on behalf…

The mayors who are members of the consultative commission and their alternates are appointed by the prefect on the recommendation of the departmental association of mayors or, in the absence of a departmental association of mayors, on the recommendation of the Association of French Mayors.

Alternate members only have the right to vote in the absence of their respective full members. However, if the full members are present, their alternates may attend committee meetings without taking part in the debates.

The mayors who are members of the commission and their alternates are appointed for a period of six years after each general renewal of the municipal councils. They cease to hold office when they have lost the capacity in which they were elected.
