Article L4751-1 of the French Labour Code

The fines provided for in this Title shall be imposed and recovered by the competent administrative authority under the conditions defined in Articles L. 8115-4, L. 8115-5 and L. 8115-7, on the basis of a report by the labour inspection officer referred to in Article L. 8112-1.
