Article L522-14 of the French Commercial code
Anyone handing over goods for deposit at a general shop is required to declare the nature and value of the goods to the operator.

Anyone handing over goods for deposit at a general shop is required to declare the nature and value of the goods to the operator.
General warehouse operators are responsible, within the limits of the declared value, for the custody and preservation of the warehouses entrusted to them. Goods likely to be warranted or represented by a storage receipt are compulsorily insured against fire by the general policies of the shop. However, for operators of general shops established in seaports, this obligation is suspended in respect of stored goods covered by marine insurance for as long as such insurance covers these risks. Each establishment has its own special regulations which supplement the general provisions of the standard regulations by laying down operating conditions that take account of the nature and location of the shop.
To the regulations provided for in Article L. 522-17 shall be annexed a general tariff and, where applicable, special tariffs for the remuneration of storage, under the terms of this chapter, and of the services rendered on this occasion to depositors. The corresponding fees are collected indiscriminately and without favour.
Tariffs are communicated to the prefect at least one month before the opening of the general shop. Any changes to existing tariffs must be notified to him and only become enforceable one month after such notification. However, this time limit does not apply to operators whose tariffs are subject to administrative authorisation.
