CHAPTER III: Global operating grant and other grants

The amount of the global operating grant is set each year by the Finance Act. The provisional amount of the global operating grant is determined, to be included in the Finance Bill, after receiving the opinion of the Local Finance Committee instituted by article L. 1211-1, which will receive the evaluation data provided by the Minister for the Budget.

No deduction is made for the benefit of the Treasury from the amount of the global operating allowance.

Local authorities and establishments that make civil servants available to trade union organisations, under the conditions set out in article 100 of law no. 84-53 of 26 January 1984 on the statutory provisions relating to the local civil service, are reimbursed for the corresponding salary costs of all kinds by a special grant taken from the resources allocated to the overall operating grant by the finance law for the year….

Individual allocations under the components of the global operating grant mentioned in articles L. 2334-1 and L. 3334-1 may be established by order of the Minister responsible for local authorities published in the Journal officiel. This publication serves as notification to the local authorities and public establishments for inter-municipal cooperation.
