By way of exception to 2° of article R. 4124-2, in overseas departments the representativeness of trade unions may be determined at departmental level.
Articles D. 4134-28 to D. 4134-33 are applicable to the chairmen and members of advisory councils under the conditions laid down by the laws and regulations applicable locally.
The provisions of articles R. 4135-1, R. 4135-3 and D. 4135-20 to D. 4135-23 apply to the chairmen and members of advisory councils.
The provisions of articles R. 4134-8 to R. 4134-21 apply to the regional economic, social and environmental councils. The same provisions, with the exception of those of the second paragraph of article R. 4134-12, apply to the operation of the councils for culture, education and the environment of the regions of Guadeloupe and Réunion.
Under the chairmanship of its oldest member, with the youngest member acting as secretary, each council elects its officers for the first time after voting on the provisions of its rules of procedure concerning the method of election, composition and operation of the officers. .
Articles R. 4134-24 to R. 4134-27 are applicable to members of the regional economic, social and environmental councils and the culture, education and environment councils of Guadeloupe and Réunion.
