The interdepartmental institutions are administered by a board composed of members elected from among their members by the departmental councils of the associated departments. The departmental councils may replace their representatives on the board of directors during their term of office. In the event of a vacancy, for whatever reason, they appoint a new representative at their next meeting.

The Board of Directors determines the composition of its executive committee, which comprises a chairman, one or more vice-chairmen and, where appropriate, one or more members. The members of the executive committee are elected by the Board of Directors. A new executive committee is elected after each renewal of the Board of Directors.

The Board of Directors establishes its rules of procedure. It is convened by its Chairman. Such a meeting is convened by right if requested by one third of the members of the Board.

The Board of Directors shall, through its deliberations, settle matters within the competence of the interdepartmental institution. It may delegate some of its powers to the executive committee under the conditions set out in article L. 3211-2. The Chairman of the Board of Directors is the executive of the interdepartmental institution. He prepares and implements its budget. He is the authorising officer for expenditure and prescribes the execution of revenue.

The budget of the interdepartmental institution comprises as revenue: 1° Contributions from the associated departments; 2° Income from the institution’s activities; 3° Income from the institution’s movable and immovable property; 4° Subsidies, assistance and participations granted to it; 5° Withdrawals from the reserve fund provided for in article R. 5421-8; 6° Proceeds from loans; 7° Donations and bequests; 8° Other revenue provided for by the laws in force.

The Board of Directors may create a reserve fund from which any sums required to meet the establishment’s exceptional needs are drawn.

The budgets and accounts of the interdepartmental institution are sent each year to the departmental councils of the associated departments. .

The accounting officer of the interdepartmental institution is that of the department in which its head office is located.
