Article R1411-53 of the French Public Health Code

The College and the specialised committees may only validly deliberate if at least half of their members with voting rights are present. If the quorum is not reached, a new meeting is convened within a period not exceeding twenty-one days. Deliberations are then valid regardless of the number of members present.
