The members of each specialised commission and each standing technical committee elect their chairman and vice-chairman from among the qualified personalities. The term of office of the chairmen and vice-chairmen ends with their term of office as qualified personalities and may be renewed twice. The quorum and voting rules set out in article R. 1411-50 apply to these elections.

Ex-officio members of the College and specialised committees do not have the right to vote. They may take part, without voting rights, in the work of a specialised committee to which they do not belong. Article R1411-53 of the French Public Health Code

The College and the specialised committees may only validly deliberate if at least half of their members with voting rights are present. If the quorum is not reached, a new meeting is convened within a period not exceeding twenty-one days. Deliberations are then valid regardless of the number of members present. Voting is by simple majority. In the event of a tie, the Chairman has the casting vote.
