Article R1411-55 of the French Public Health Code

The College ensures the consistency and coordination of the work of the Haut Conseil de la santé publique, while ensuring compliance with the charter for health expertise referred to in Article L. 1452-2.

In particular, it coordinates the preparation of forward-looking studies on public health issues, the Haut Conseil’s contributions to the preparation, annual monitoring and multi-year assessment of the national health strategy and to the design and assessment of health promotion, prevention and health safety strategies, including their economic dimension in terms of the resources they mobilise and the benefits they are expected to bring for public health, as well as its contributions to the development of a comprehensive and concerted child health policy.

It also coordinates work on identifying the need for information on changes in the population’s state of health, as well as on health inequalities and their determinants.

It also coordinates the work of the relevant specialised commissions, in liaison with the health agencies and the French National Authority for Health, in organising the production of the expertise needed to manage health risks.

Le collège assure la cohérence et la coordination des travaux du Haut Conseil de la santé publique, en veillant au respect de la charte de l’expertise sanitaire mentionnée à l’article L. 1452-2.

Il coordonne notamment l’élaboration des réflexions prospectives sur les questions de santé publique, les contributions du Haut Conseil à l’élaboration, au suivi annuel et à l’évaluation pluriannuelle de la stratégie nationale de santé et à la conception et à l’évaluation des stratégies de promotion de la santé, de prévention et de sécurité sanitaire, y compris dans leur dimension économique au regard des ressources qu’elles mobilisent et des bénéfices qui en sont attendus pour la santé publique, ainsi que ses contributions à l’élaboration d’une politique de santé de l’enfant globale et concertée.

Il coordonne également les travaux relatifs à l’identification des besoins d’information sur l’évolution de l’état de santé de la population, ainsi que sur les inégalités de santé et leurs déterminants.

Il coordonne en outre les travaux d’organisation, par les commissions spécialisées compétentes, en liaison avec les agences sanitaires et la Haute Autorité de santé, de la production de l’expertise nécessaire à la gestion des risques sanitaires.
