The Haut Conseil de la santé publique comprises a college and specialised commissions created by order of the Minister for Health. Permanent technical committees attached to the college or specialised commissions may be set up by the Minister for Health.

Each specialised committee is made up of ex officio members and qualified individuals. Its ex officio members are the directors of the health agencies or other public bodies whose remit covers at least part of the committee’s remit; these agencies and bodies are designated by the decree setting up the committee. Ex-officio members of the specialised committees may be represented.
Qualified persons who are members of the college or a specialised commission of the Haut Conseil de la santé publique or a standing technical committee are appointed by the Minister for Health for a term of four years, renewable twice. The members of each specialised commission and each standing technical committee elect their chairman and vice-chairman from among the qualified personalities. The term of office of the chairmen and vice-chairmen ends with their term of office as qualified personalities and may be renewed twice. The quorum and voting rules set out in article R. 1411-50 apply to these elections.
Ex-officio members of the College and specialised committees do not have the right to vote. They may take part, without voting rights, in the work of a specialised committee to which they do not belong. Qualified members of the College or of a specialised committee may take part, without voting rights, in the work of a specialised committee to which they do not belong.
The College and the specialised committees may only validly deliberate if at least half of their members with voting rights are present. If the quorum is not reached, a new meeting is convened within a period not exceeding twenty-one days. Deliberations are then valid regardless of the number of members present. Voting is by simple majority. In the event of a tie, the Chairman has the casting vote.
The members of the College and the specialised committees meet when convened by the Minister for Health to elect the Chairman or Vice-Chairman.
The College ensures the consistency and coordination of the work of the Haut Conseil de la santé publique, while ensuring compliance with the charter for health expertise referred to in Article L. 1452-2.
