Ex-officio members of the College and specialised committees do not have the right to vote. They may take part, without voting rights, in the work of a specialised committee to which they do not belong.

Qualified members of the College or of a specialised committee may take part, without voting rights, in the work of a specialised committee to which they do not belong.
