Title III: Occupational social services

The social and economic committee relies on the social services department to carry out its social tasks. Each year, the committee draws up a report on the organisation, operation and financial management of the social services. This report is made available, at its request, to the labour inspector responsible for the company.

The occupational social services department has at least one office.

The social service is provided by a labour consultant who acts as a technical adviser on social matters to the social and economic committee. The Labour Advisor may be entrusted by the Committee with the organisation and management of the company’s social institutions. The employment adviser is appointed and retained by agreement, depending on the case, between the employer and the social and economic committee or between the employers and the inter-company committee. In the event of disagreement, the decision is taken by the labour inspector.

The employment adviser devotes at least three half-days a week to each group of two hundred and fifty employees.

Labour advisors must hold a special diploma issued by the Minister for Labour.

The employment adviser acts in the workplace in order to: 1° Ensure the well-being of workers in the company and facilitate their adaptation to work; 2° Study, in particular, the problems raised by the employment of women, young people and disabled workers; 3° Coordinate and promote the social initiatives decided by the employer and by the social and economic committee and act as a technical adviser to the latter on…

The employment consultant works in conjunction with the company’s occupational health department. In agreement with the employer and the social and economic committee or the inter-company committee, he or she looks for improvements that can be made to working conditions, the well-being of workers and the operation of social works in the company or inter-company.
