The State may provide technical and financial assistance to professional branch organisations or cross-industry organisations by means of agreements, known as “employment and skills development commitments”, the purpose of which is to anticipate and support changes in the jobs and qualifications of employed persons. Article L5121-5 of the French Labour Code

Companies without trade union representatives benefit from State aid when they apply a branch agreement or a professional agreement on employment which provides for this possibility and determines the procedures for its direct application.
