The provisions of this Title apply to public works contracts concluded with an economic operator governed by private law.

The provisions of this Title apply to public works contracts concluded with an economic operator governed by private law.
By way of derogation from Article L. 2410-1, the public housing offices and private low-cost housing bodies referred to in Article L. 411-2 of the French Construction and Housing Code, as well as semi-public companies, for State-assisted rental housing built by these bodies and companies.
Project management is a comprehensive task that must provide an architectural, technical and economic response to the programme defined by the project owner for the completion of a project.The project management task is distinct from that entrusted to the economic operators responsible for the works, subject to the provisions relating to global contracts in Chapter I of Title VII of Book I.

In the event of a change to the programme or services decided by the project owner, the public works contract is subject to a contractual amendment in accordance with the provisions of Chapter IV of Title IX of Book I. This amendment determines the modified programme and the provisional cost of the works, and adapts the project manager’s remuneration and the terms of his commitment to this provisional cost accordingly.
