Article R2196-4 of the French Public procurement code

Each year, on the basis of information provided by contracting authorities and contracting entities, the Economic Observatory for Public Procurement carries out an economic survey of public procurement contracts in accordance with the conditions laid down by an order appended to this code.To this end, it calls on the State services responsible for statistical surveys, as necessary, and may use data contained in public accounting information systems.
