Section 2: Economic census

An Economic Observatory for Public Procurement, reporting to the Minister for the Economy, gathers and analyses data relating to the economic and technical aspects of public procurement.It provides a forum for consultation and exchange of information with economic operators, contracting authorities and contracting entities and contributes to the dissemination of best practice.

The composition, organisation and operating procedures of the Observatoire économique de la commande publique are set out in an order appended to this code.

Each year, on the basis of information provided by contracting authorities and contracting entities, the Economic Observatory for Public Procurement carries out an economic survey of public procurement contracts in accordance with the conditions laid down by an order appended to this code.To this end, it calls on the State services responsible for statistical surveys, as necessary, and may use data contained in public accounting information systems.
