Subsection 1: General provisions.

The constituencies of the territorial, local and departmental chambers of commerce and industry of Ile-de-France cover the entire territory of metropolitan France and that of the local authorities governed by Article 73 of the Constitution. The same portion of territory may not be included in the constituency of more than one territorial, local or departmental chamber of commerce and industry of Ile-de-France.

Territorial chambers of commerce and industry are established by decree on the proposal of the minister responsible for their supervision.

The territorial, local and departmental chambers of commerce and industry of the Ile-de-France region may add associate members in numbers no greater than half of the elected members. Associate members are appointed by the chamber after each renewal from qualified individuals with economic expertise of use to the public institution.

Associate members take part in deliberations in an advisory capacity and may represent the chambers in all bodies in which they participate, without being able to commit them financially or contractually.

The public establishments in the network of chambers of commerce and industry may issue certificates to certify the origin provided for in the European Union Customs Code, the Geneva Convention on the simplification of customs formalities of 3 November 1923 and the Kyoto International Convention on the simplification and harmonisation of customs procedures of 18 June 1974. Establishments in the network of chambers of commerce and industry may correspond directly with each other and with the public authorities in their district on all matters relating to the interests of industry, commerce and services.
