DESCRIPTION OF THE CONTENT OF THE DOCUMENTS LISTED IN ARTICLE A. 312-3 RELATING TO THE APPROVAL PROCEDURE FOR SPORTS VENUES OPEN TO THE PUBLIC
Item 1
The general information file specifies or contains :
the identity, position and address of the applicant, manager or operator;
-the location and surface area of the site(s);
-the type of establishment (X, PA, L …);
-a project presentation sheet including a presentation of the configurations.
Where applicable :
-data relating to additional capacity;
-data relating to special risk areas and seismic zones.
Exhibit 3
The enlarged site plan (general plan of the built-up area) must make it possible to:
-identify the access roads to the sports facility;
-be used by emergency and medical transport vehicles.
Exhibit 4
The layout and approach plan specifies, where applicable, the arrangements adopted for controls and screening, on the one hand around the perimeter of the enclosure, and on the other hand at access points to the facilities, the location and capacity of car parks, urban or special means of transport, and various routes (vehicles and pedestrians).
Exhibit 5
The plan(s) of the stands provide(s) the elements of the control plan and the distribution of spectators in addition to the ground plan and the surroundings;
it (they) mentions the number of seats and includes, if applicable, a zoning according to the ticket offices;
-it (they) focuses on the ticket offices (modes of access, routes between ticket offices and checkpoints, locations of checkpoints);
it (they) indicates the capacity for spectators to pass through and the arrangements for communicating with the public (any visual and audible means of providing information about the issue of tickets);
-it (they) specifies the arrangements for converting standing places into seats, the connection of the additional capacity to the whole;
-It includes information to ensure that the various occupants, official figures, journalists, representatives of the sporting movement, organisers, disabled persons and the general public are able to clear the area in accordance with the regulations.
Exhibit 6
The plan of the playing areas shows the pitch(s) and, where applicable :
the facilities for players to enter and leave the stadium and the related protection;
-the accesses and areas reserved for the security forces and emergency and rescue services;
-the accesses and areas reserved for journalists;
-the separations between spectators on the one hand and athletes and referees on the other;
-normal and emergency access to the playing area, by zone, from the stands.
Exhibit 8
The description of the design and inspection resources used by the project owner to ensure that the facilities are properly installed includes:
-the identity and qualifications of the constructors and a statement of their design and execution tasks;
-the identity and accreditation of the approved technical inspectors and a statement of their duties (solidity, personal safety if necessary, protection against earthquakes, accessibility for the disabled).
Exhibit 10
The file relating to demountable assemblies and, in particular, temporary stands where the number of spectators determines the additional capacity; the additional capacity corresponds to the number of spectator places in temporary stands that the owner of the venue wishes to be able to install for one (or more) specific event(s).
The file relating to demountable assemblies corresponds to the organiser’s safety file and includes :
information relating to the safety, sturdiness and conditions of use of demountable assemblies;
– graphic documents and information relating to public access, routes and clearances for the sporting event;
-information useful for understanding the provisional emergency arrangements, including, where applicable, medical resources and the specialised emergency plan (cf. 3 the enlarged site plan).
The form taken by the organiser’s safety file, its content and the documents annexed to it are set out in an order issued by the ministry responsible for civil security setting out the safety rules and technical provisions applicable to temporary and demountable structures.
The temporary facilities file is completed, before the work is carried out, by the production of the administrative authorisations and prior declarations obtained.
Exhibit 11
The monitoring station file indicates the location of this equipment and specifies the telecommunications equipment and/or connection facilities available to the police, gendarmerie, fire brigade and emergency medical services.

For temporary installations:
the form taken by the post-erection inspection report, its content and the documents attached to it are set out in an order issued by the ministry responsible for civil security setting out the safety rules and technical provisions applicable to temporary and demountable structures.
Exhibit 19
For installations that are less than 10 years old on the date the application is submitted, the conclusions of the initial technical inspection file are provided, within the meaning of law no. 78-12 of 4 January 1978 relating to liability and insurance in the construction field.
For installations that are more than 10 years old, in addition to the conclusions of the initial technical inspection file, an obsolescence audit based on the original file is provided.
The obsolescence assessment audit consists of a visual examination of the apparent state of deterioration of the visible and accessible parts of the structures, roofing elements, facades, railings and, more generally, the components of works that are likely to collapse or become unstable. The audit specifies whether additional diagnostics are required to resolve any doubts and/or whether reinforcement work is necessary to ensure the safety of the structure.
The obligation to produce an audit applies to structures over ten years old at the time of the application for approval and subsequently for each new application for approval.
