Article D2573-13-1 of the French General Code of Local Authorities

Where, as a result of the implementation of a construction programme, the observed change in the population of a commune in French Polynesia meets the following formula:

B + C greater than or equal to 15% of A,

wherein:

A = total population according to the last census;

B = figure for the population coming from another commune and occupying new housing in the commune in question;

C = four times the number of housing units under construction, i.e. located in a building for which the foundations have begun to be poured,

its population figures may be rectified by order of the minister in charge of overseas collectivities issued after consulting the minister in charge of the economy, its new total population becoming A + B.

Lorsque, par suite de l’exécution d’un programme de construction, l’évolution constatée de la population d’une commune en Polynésie française répond à la formule suivante :

B + C supérieur ou égal à 15 % de A,

dans laquelle :

A = population totale selon le dernier recensement ;

B = chiffre de la population provenant d’une autre commune et occupant des logements neufs dans la commune considérée ;

C = quatre fois le nombre de logements en chantier, c’est-à-dire situés dans un immeuble dont les fondations ont commencé à être coulées,

les chiffres de sa population peuvent être rectifiés par arrêté du ministre chargé de l’outre-mer pris après avis du ministre chargé de l’économie, sa nouvelle population totale devenant A + B.
