Article D312-26 of the French Sports Code

The departmental safety and accessibility advisory committee set up under decree no. 95-260 of 8 March 1995 is responsible for giving an opinion, under the conditions set out in the aforementioned decree, on the approval of arenas intended to host sporting events.

La commission consultative départementale de sécurité et d’accessibilité instituée en application du décret n° 95-260 du 8 mars 1995 est compétente pour donner, dans les conditions prévues au décret précité, un avis sur l’homologation des enceintes destinées à recevoir des manifestations sportives.
