I. – In the event of an exceptional health situation and in application of II of Article L. 3134-1, the Director General of the Regional Health Agency or the Director General of the Zonal Regional Health Agency may send the Director General of the National Public Health Agency a reasoned request for a call-up to the reserve, justifying the inadequacy of the resources available and specifying the measures already implemented to deal with the situation. This request also specifies the objective and duration of the mission requested. The Director General of the National Public Health Agency checks that the request complies with the framework for the use of the health reserve set by the Minister for Health.
If the request for mobilisation does not comply with the employment framework, the Director of the National Public Health Agency informs the Director General of the Regional Health Agency or the Director General of the Zonal Regional Health Agency.
If the request for mobilisation complies with the framework for employment, the Director of the National Public Health Agency draws up an estimate of the cost of the mission requested, selects the reservists likely to be mobilised in accordance with the objectives of the mission and communicates this information to the Director General of the Regional Health Agency or the Director General of the Regional Area Health Agency, who will call upon the health reserve by reasoned decision and assign the reservists.
II. – The regional health agency or the regional health agency for the area that has benefited from the mobilisation of the health reserve reimburses the National Public Health Agency.
