Article D553-18 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Asylum seeker’s allowance is paid monthly, in arrears, by crediting a cash withdrawal or payment card, on the basis of the transmission provided for in article D. 553-21.
On a transitional basis or by derogation, particularly in overseas departments, the allowance may be paid by transfer to the beneficiary’s bank account.

L’allocation pour demandeur d’asile est versée mensuellement sur la base de la transmission prévue à l’article D. 553-21, à terme échu, par alimentation d’une carte de retrait ou de paiement.
De manière transitoire ou par dérogation, notamment dans les départements d’outre-mer, l’allocation peut être versée par virement sur un compte bancaire du bénéficiaire.
