Article L521-23 of the French Consumer Code

In the event of serious or immediate danger and where the provision of services is not regulated pursuant to Book IV, the administrative authority shall take the necessary emergency measures by order. If necessary, it may suspend the provision of services for a period not exceeding three months, renewable under the same conditions.
It may make the resumption of the provision of services subject to inspection by a body which it appoints and which offers guarantees of independence, competence and impartiality. The cost of this inspection shall be borne by the service provider.

En cas de danger grave ou immédiat et lorsque la prestation de services n’est pas réglementée en application du livre IV, l’autorité administrative prend par arrêté les mesures d’urgence qui s’imposent. Si nécessaire, elle peut suspendre la prestation de services pour une durée n’excédant pas trois mois, renouvelable dans les mêmes conditions.
Elle peut subordonner la reprise de la prestation de services au contrôle d’un organisme présentant des garanties d’indépendance, de compétence et d’impartialité, qu’elle désigne. Le coût de ce contrôle est supporté par le prestataire.
