Article L7124-14 of the French General Code of Local Authorities

Any draft or proposed deliberation of the Assembly of French Guyana that has consequences for the environment or the living environment or concerns the identity of the Amerindian and Bushinenge populations is subject to the prior opinion of the Grand Customary Council.

The Grand Customary Council deliberates on the draft or proposal within a period of one month from the date of referral. If it has not given its opinion within this period, its opinion is deemed to have been given.

The matter is referred to it, depending on the case, by the assembly of French Guyana or its president, by the economic, social, environmental, cultural and educational council of French Guyana, or by the representative of the State in French Guyana.

Tout projet ou proposition de délibération de l’assemblée de Guyane emportant des conséquences sur l’environnement ou le cadre de vie ou intéressant l’identité des populations amérindiennes et bushinenges est soumis à l’avis préalable du grand conseil coutumier.

Le grand conseil coutumier délibère sur le projet ou la proposition dans un délai d’un mois à compter de sa saisine. S’il ne s’est pas prononcé dans ce délai, son avis est réputé avoir été donné.

Il est saisi, selon les cas, par l’assemblée de Guyane ou son président, par le conseil économique, social, environnemental, de la culture et de l’éducation de Guyane, ou par le représentant de l’Etat en Guyane.
