Article R1425-23 of the French General Code of Local Authorities

At the end of the four-year period from 4 May 1996, the prefect, the chairman of the board of directors of the departmental fire and rescue service and the chairman of the departmental consultative commission draw up a list of the transfer agreements signed.

For the compulsory transfers provided for in articles L. 1424-13, L. 1424-14 and L. 1424-17 that do not appear on the said list, the prefect, within the following six months, shall gather the observations of the departmental consultative commission.

The prefect refers the matter to the national commission by means of a report accompanied by his opinion and the observations of the departmental consultative commission.

A l’issue du délai de quatre ans à compter du 4 mai 1996, le préfet, le président du conseil d’administration du service départemental d’incendie et de secours et le président de la commission consultative départementale établissent la liste des conventions de transferts signées.

Pour les transferts obligatoires prévus aux articles L. 1424-13, L. 1424-14 et L. 1424-17 qui ne figurent pas sur ladite liste, le préfet, dans les six mois qui suivent, recueille les observations de la commission consultative départementale.

Le préfet saisit la commission nationale par un rapport accompagné de son avis et des observations de la commission consultative départementale.
