Article R211-28 of the French Tourism Code

The financial guarantee provided by a credit institution or an insurance company is only accepted if this institution or company has its head office in the territory of a Member State of the European Union, or a State party to the agreement establishing the European Economic Area, or a branch in France. In all cases, this financial guarantee must be immediately available to ensure the repatriation of passengers under the conditions set out in article R. 211-31.

For the application of the provisions of this article, credit institutions established in the Principality of Monaco are deemed to have a registered office in France.

La garantie financière apportée par un établissement de crédit ou par une entreprise d’assurances n’est admise que si cet établissement ou cette entreprise a son siège sur le territoire d’un Etat membre de l’Union européenne, ou d’un Etat partie à l’accord instituant l’Espace économique européen, ou une succursale en France. Cette garantie financière doit être, dans tous les cas, immédiatement mobilisable pour assurer, dans les conditions prévues par l’article R. 211-31, le rapatriement des voyageurs.

Pour l’application des dispositions du présent article, les établissements de crédit installés dans la Principauté de Monaco sont réputés avoir un siège en France.
