Article R2131-11 of the French Public procurement code

The invitation referred to in article R. 2131-10 shall include at least the following information:
1° The nature and quantity of the services required. In the case of renewable contracts, it shall indicate the nature, quantity and, if possible, an estimate of the period within which the purchaser will proceed with the publication of subsequent competitive tendering notices for the renewal of the contracts;
2° The procedure used;
3° Where applicable, the date of commencement or completion of performance of the contract;
4° The address of the buyer profile on which the consultation documents are made available to candidates. Where the consultation documents are not made available on a buyer profile, for one of the reasons set out in articles R. 2132-12 and R. 2132-13, or by any other means, they shall be attached to the invitation.
In cases where electronic access cannot be provided, the invitation shall indicate the address and deadline for submitting requests to obtain the consultation documents and the language or languages authorised for their presentation;
5° The identification and address of the department awarding the contract;
6° Information relating to professional, technical, economic and financial capacities;
7° The form of the contract;
8° The award criteria and their weighting or ranking, if this information does not appear in the notice.

Article R2131-11

L’invitation mentionnée à l’article R. 2131-10 comprend au minimum les renseignements suivants :
1° La nature et la quantité des prestations demandées. Dans le cas de marchés renouvelables, elle indique la nature, la quantité et, si possible, une estimation du délai dans lequel l’acheteur procèdera à la publication des avis d’appel à la concurrence ultérieurs pour le renouvellement des marchés ;
2° La procédure utilisée ;
3° Le cas échéant, la date de commencement ou d’achèvement de l’exécution du marché ;
4° L’adresse du profil d’acheteur sur lequel les documents de la consultation sont mis à disposition des candidats. Lorsque les documents de la consultation ne sont pas mis à disposition sur un profil d’acheteur, pour l’un des motifs énoncés aux articles R. 2132-12 et R. 2132-13, ni par d’autres moyens, ils sont joints à l’invitation.
Dans les cas où l’accès électronique ne peut être proposé, l’invitation indique l’adresse et la date limite pour le dépôt des demandes visant à obtenir les documents de la consultation ainsi que la ou les langues autorisées pour leur présentation ;
5° L’identification et l’adresse du service qui passe le marché ;
6° Les informations relatives aux capacités professionnelles, techniques, économiques et financières ;
7° La forme du marché ;
8° Les critères d’attribution ainsi que leur pondération ou leur hiérarchisation, si ces renseignements ne figurent pas dans l’avis.
