Article R2131-16 of the French Public procurement code

For contracts awarded in accordance with one of the formalised procedures listed in articles R. 2124-2 to R. 2124-6:
1° The State, its public establishments other than of an industrial and commercial nature, local authorities, their public establishments and their groupings publish a contract notice in the Bulletin officiel des annonces des marchés publics and in the Official Journal of the European Union;
2° Other purchasers publish a contract notice in the Official Journal of the European Union.

Pour les marchés passés selon une des procédures formalisées énumérées aux articles R. 2124-2 à R. 2124-6 :
1° L’Etat, ses établissements publics autres qu’à caractère industriel et commercial, les collectivités territoriales, leurs établissements publics et leurs groupements publient un avis de marché dans le Bulletin officiel des annonces des marchés publics et au Journal officiel de l’Union européenne ;
2° Les autres acheteurs publient un avis de marché au Journal officiel de l’Union européenne.
