Article R2184-2 of the French Public procurement code

The presentation report shall include at least the following information:
1° The name and address of the contracting authority, the subject and value of the contract or of the dynamic purchasing system;
2° The names of the candidates excluded and the reasons for the rejection of their applications;
3° The names of the candidates selected and the reasons for this choice;
4° The names of the tenderers whose bids were rejected and the reasons for this rejection including, where appropriate, the reasons which led the purchaser to consider the bid to be abnormally low;
5° The name of the contractor and the reasons for the selection of his bid, as well as, if this information is known, the proportion of the contract which the contractor intends to subcontract to third parties and the names of the subcontractors.

Le rapport de présentation comporte au moins les éléments suivants :
1° Le nom et l’adresse du pouvoir adjudicateur, l’objet et la valeur du marché ou du système d’acquisition dynamique ;
2° Le nom des candidats exclus et les motifs du rejet de leur candidature ;
3° Le nom des candidats sélectionnés et les motifs de ce choix ;
4° Le nom des soumissionnaires dont l’offre a été rejetée et les motifs de ce rejet y compris, le cas échéant, les raisons qui ont amené l’acheteur à la juger anormalement basse ;
5° Le nom du titulaire et les motifs du choix de son offre, ainsi que, si ces informations sont connues, la part du marché que le titulaire a l’intention de sous-traiter à des tiers et le nom des sous-traitants.
