Article R2221-38 of the French General Code of Local Authorities

The rates of the fees payable by users of the public service authority are set by the Board of Directors.

The rates are set in such a way as to ensure the financial equilibrium of the public service authority under the conditions provided for in articles L. 2224-1, L. 2224-2 and L. 2224-4.
