Article R2221-47 of the French General Code of Local Authorities

Budget appropriations in the operating section of the budget not committed at the close of the financial year may not be carried over to the budget for the following financial year.

Expenditure in the operating section duly committed, not mandated and for which there has been service done by 31 calendar December, shall be notified by the Director to the Accounting Officer and attached to the outturn for the financial year just ended.

The budgetary appropriations of the investment section of the budget duly committed and corresponding to expenditure not mandated for which there was a service rendered on 31 December shall be notified by the Director to the accounting officer and carried over to the budget for the following financial year.

Les crédits budgétaires de la section d’exploitation du budget non engagés à la clôture de l’exercice ne peuvent être reportés au budget de l’exercice suivant.

Les dépenses de la section d’exploitation régulièrement engagées, non mandatées et pour lesquelles il y a eu service fait au 31 décembre calendaire, sont notifiées par le directeur au comptable et rattachées au résultat de l’exercice qui s’achève.

Les crédits budgétaires de la section d’investissement du budget régulièrement engagés et correspondant à des dépenses non mandatées pour lesquelles il y a eu service fait au 31 décembre calendaire sont notifiés par le directeur au comptable et reportés au budget de l’exercice suivant.
