Article R2221-66 of the French General Code of Local Authorities

When the provisions of the fourth paragraph of Article L. 2221-13 the committee of the syndicat de communes is enlarged to include outside persons to exercise the powers of the operating board, with the members of the syndicat committee having to hold more than half of the seats on the committee.

The committee regulates the general organisation of the service and votes the budget.

Lorsqu’il est fait application des dispositions du quatrième alinéa de l’article L. 2221-13 le comité du syndicat de communes est élargi à des personnes extérieures pour exercer les attributions du conseil d’exploitation, les membres du comité syndical devant détenir plus de la moitié des sièges de celui-ci.

Le comité règle l’organisation générale du service et vote le budget.
