Article R2221-71 of the French General Code of Local Authorities

In the cases provided for in article L. 2221-7, the mayor shall take all emergency measures to remedy the situation in question. He reports on the measures taken at the next meeting of the operating council.

If the breach of public safety persists or if the measures taken prove insufficient, the mayor proposes that the municipal council decide to temporarily suspend or permanently halt the operations of the public service authority. In this case, the provisions of articles R. 2221-16 and R. 2221-17 apply.

Dans les cas prévus à l’article L. 2221-7, le maire prend toutes les mesures d’urgence en vue de remédier à la situation en cause. Il rend compte des mesures prises à la prochaine réunion du conseil d’exploitation.

Si l’atteinte à la sécurité publique persiste ou si les mesures prises se révèlent insuffisantes, le maire propose au conseil municipal de décider la suspension provisoire ou l’arrêt définitif des opérations de la régie. Dans ce cas, les dispositions des articles R. 2221-16 et R. 2221-17 s’appliquent.
