Article R2221-78 of the French General Code of Local Authorities

The accounts of the régies are kept under the conditions defined by a chart of accounts that complies with the general chart of accounts.

This chart of accounts is approved by the Minister responsible for local authorities and the Minister responsible for the budget, after receiving the opinion of the French Accounting Standards Authority (Autorité des normes comptables). Specific charts of accounts for certain activities may be defined in accordance with the same procedure.

The definition of budget appropriation chapters and articles is set by joint order of the minister responsible for local authorities and the minister responsible for the budget.

Joint instructions from the minister responsible for local authorities and the minister responsible for the budget set out the accounting principles, the rules for the operation of the accounts and the list and context of the budgetary and accounting documents to be kept by the authorising officer and the accounting officer.

La comptabilité des régies est tenue dans les conditions définies par un plan comptable conforme au plan comptable général.

Ce plan comptable est arrêté par le ministre chargé des collectivités locales et le ministre chargé du budget, après avis de l’Autorité des normes comptables. Des plans comptables particuliers à certaines activités peuvent être définis selon la même procédure.

La définition des chapitres et articles des crédits budgétaires est fixée par arrêté conjoint du ministre chargé des collectivités locales et du ministre chargé du budget.

Des instructions conjointes du ministre chargé des collectivités locales et du ministre chargé du budget fixent les principes comptables, les règles de fonctionnement des comptes ainsi que la liste et la contexture des documents budgétaires et comptables à tenir par l’ordonnateur et le comptable.
