Article R2223-1 of the French General Code of Local Authorities

For the application of the second paragraph of Article L. 2223-1, municipalities with a population of more than 2,000 and those that belong, in whole or in part, to an urban area with a population of more than 2,000 shall be deemed to be urban municipalities.

Silence kept for more than six months on the request for authorisation provided for in article L. 2223-1 is deemed to be a decision to reject.

Ont le caractère de communes urbaines, pour l’application du deuxième alinéa de l’article L. 2223-1, les communes dont la population compte plus de 2 000 habitants et celles qui appartiennent, en totalité ou en partie, à une agglomération de plus de 2 000 habitants.

Le silence gardé pendant plus de six mois sur la demande d’autorisation prévue par l’article L. 2223-1 vaut décision de rejet.
