Article R2311-5 of the French Public procurement code

The technical specifications are chosen by reference to standards or other equivalent documents available to candidates.
The standards or documents must be marked “or equivalent” and chosen in the following order of preference:
1° National civil standards transposing European standards;
2° European technical approvals;
3° Common civil technical specifications;
4° National civil standards transposing international standards;
5° Other international civil standards;
6° Other technical reference systems drawn up by European standardisation bodies or, in their absence, national civil standards, national technical approvals or national technical specifications relating to the design, calculation and execution of works and the use of supplies;
7° Civil technical specifications defined by companies and widely recognised by them;
8° National “defence standards” and specifications relating to military equipment which are similar to these standards.
The European rules relating to the nature and content of technical specifications are published in the Official Journal of the French Republic.

Les spécifications techniques sont choisies par référence à des normes ou à d’autres documents équivalents accessibles aux candidats.
Les normes ou documents sont accompagnés de la mention ” ou équivalent ” et choisis dans l’ordre de préférence suivant :
1° Les normes civiles nationales transposant des normes européennes ;
2° Les agréments techniques européens ;
3° Les spécifications techniques civiles communes ;
4° Les normes civiles nationales transposant des normes internationales ;
5° Les autres normes civiles internationales ;
6° Les autres référentiels techniques élaborés par les organismes européens de normalisation, ou, en leur absence, les normes civiles nationales, les agréments techniques nationaux ou les spécifications techniques nationales en matière de conception, de calcul et de réalisation des ouvrages et d’utilisation des fournitures ;
7° Les spécifications techniques civiles définies par les entreprises et largement reconnues par elles ;
8° Les ” normes défense ” nationales et spécifications relatives aux équipements miliaires qui sont similaires à ces normes.
